In accordance with the overall requirements of strict control of increment, strengthened guidance, optimization and upgrading, and safety and green, the clean and efficient utilization of coal will be strengthened, Promote the high-end, diversified, and low-carbon development of the modern coal chemical industry (excluding coal to oil, coal to gas, and other coal to fuel, the same below).

1、 Standardize project construction management
Strictly control the production capacity and new coal consumption of modern coal chemical industry, and the total amount of new coal conversion of 20 million tons during the 13th Five Year Plan period for each demonstration zone specified in the Plan will no longer continue. Modern coal chemical projects that require new construction should ensure stable coal supply, prioritize the completion of the national clear task of ensuring coal supply for power generation and heating, and shall not use reduced coal supply for the construction of modern coal chemical projects. Newly constructed coal to olefin and coal to xylene (PX) projects that were not previously included in the Plan shall be evaluated and included in the Plan by the National Development and Reform Commission, the Ministry of Industry and Information Technology, in conjunction with relevant departments, in accordance with the "Catalogue of Investment Projects Approved by the Government (2016 Edition)", based on the guarantee conditions of project raw materials, energy consumption, water resources, and other factors, and then approved by the provincial government after evaluation and demonstration. A new coal to methanol project with an annual production capacity of over 1 million tons shall be approved by the provincial government.
2、 Strengthen planning and layout guidance
On the basis of the modern coal chemical industry layout clearly defined in the Plan, in accordance with the requirements of regional major strategies, regional coordinated development strategies, national spatial planning, and regional ecological environment zoning control, further strengthen planning guidance, optimize industrial layout, promote the acceleration of advanced technology and equipment transformation and upgrading of existing modern coal chemical engineering projects, and build new coal to olefins, coal to para xylene (PX), coal to methanol, and coal to ethylene glycol The focus of projects such as coal based biodegradable materials is to concentrate in areas with relatively abundant coal water resources and good environmental capacity, promoting industrial agglomeration and park development. Based on resource and environmental endowments and carrying capacity, optimize the spatial layout and land structure of the traditional energy industry, and strictly prohibit the addition of coal chemical production capacity in key areas for air pollution prevention and control. For regions with large modern coal chemical production capacity, it is encouraged to implement new projects through methods such as increasing production capacity and reducing production capacity, and replacing coal consumption, in order to avoid homogeneous and low-level redundant construction.
3、 Intensify technological innovation efforts
Encourage new modern coal chemical projects to undertake corresponding technological innovation demonstration and upgrading tasks, implement major technological equipment research projects, accelerate industrial technology optimization and upgrading, and promote original and integrated innovation. Promote technological innovation in high-performance composite catalysts, one-step synthesis of olefins from syngas, and one-step synthesis of low-carbon alcohol ethers, and promote the industrial breakthrough of coal to xylene (PX) production. Focusing on large-scale and efficient coal gasification, new generation and efficient methanol to olefin technology equipment, as well as key raw materials and components, we will promote the industrial application of the first batch (sub) of materials, the first set (equipment), and the first version (sub) of software for key technologies. Optimize and adjust product structure, accelerate the development and application of high-end chemical production technologies such as coal based new synthetic materials, advanced carbon materials, and biodegradable materials. Strengthen the research and development of green alternatives for toxic and harmful chemicals, as well as non-toxic, harmless, low toxicity, and low harm green chemicals and products. Encourage the construction of large-scale and efficient "gasification islands", and create a platform based centralized production of raw materials and a multi head development model for downstream products. In areas with good resource endowments and industrial foundations, promote the coupled innovative development of modern coal chemical industry with renewable energy, green hydrogen, carbon dioxide capture, utilization and storage (CCUS), and other technologies. Promote the digital construction of modern coal chemical equipment, encourage modern coal chemical enterprises, equipment enterprises, and service providers to form alliances, research and develop modern coal chemical intelligent equipment and scene integration technology, and cultivate a group of typical intelligent production scenes.
4、 Promote green and low-carbon development
Accelerate the promotion and application of green and low-carbon technology and equipment, guide existing modern coal chemical enterprises to implement energy-saving, carbon reduction, water-saving, and pollution reduction upgrades, strengthen refined management throughout the process, improve resource and energy utilization efficiency, strengthen the leading and binding role of energy efficiency, water efficiency, and pollutant emission standards, and steadily improve the level of green and low-carbon development in modern coal chemical industry. Strict energy efficiency and environmental constraints, strengthened project energy conservation review and environmental supervision, proposed and under construction projects should fully reach the energy efficiency benchmark level, and the energy efficiency level of main energy consuming equipment should reach the advanced value of energy efficiency standards or above; Existing projects with energy efficiency lower than the benchmark level must complete renovation and upgrading by the end of 2025. The energy efficiency of main products must reach the industry benchmark level or above. Projects with energy efficiency still below the benchmark level will be phased out. The environmental protection of new project enterprises should meet the A-level performance grading index requirements. Accelerate the transformation of enterprises that cannot stably meet the standards for pollutants, and order enterprises with serious exceeding emissions to suspend operations or close down in accordance with the law. Resolutely implement the requirement of water based production, strengthen water resource demonstration and project water management, promote the application of water-saving technologies such as closed loop cooling, and promote the fresh water consumption per ton of product in new projects to reach the industry leading level. Accelerate the comprehensive treatment of volatile organic compounds, stepwise recycling of high salt wastewater, advanced resource utilization, and resource utilization of solid waste such as ash and slag. Carry out screening and environmental risk assessment of toxic and harmful chemicals involved in the modern coal chemical industry, and promote the implementation of environmental risk control measures such as prohibition, restriction, and emission restriction for toxic and harmful chemicals with high environmental risks. Accelerate the large-scale, low-energy consumption capture, utilization, and storage of high concentration carbon dioxide, as well as the development and industrial application of high value-added chemical technology. Strengthen the comprehensive development and utilization of traditional energy and new energy, and promote the complementarity of coal-fired power, gas power, and wind and solar power. New projects should prioritize relying on centralized heating and steam supply facilities in the park, and in principle, no new self owned coal-fired units will be added.
5、 Strengthen safety and environmental protection supervision
Strictly control the entry points for project safety and environmental protection, and ensure that project site selection and pollution control measures meet the requirements for safety and environmental access. Newly built projects should be located in chemical industrial parks with general or lower safety risk levels, and the provinces where they are located must complete the rectification measures for modern coal chemical industry under the supervision of the State Council. During the project construction process, we will effectively implement the "three simultaneous" system of safety and environmental protection, strengthen the linkage between enterprises, parks, and governments, and establish and improve emergency plans. Strictly implement the "Guidelines for Safety Risk Prevention and Control of Hazardous Chemical Production and Construction Projects (Trial)" and "Emergency Management Measures for Sudden Environmental Incidents". In accordance with relevant laws and regulations such as the Fire Protection Law, and according to safety production needs, establish professional emergency rescue forces and environmental emergency response teams such as enterprise dedicated fire brigade, process disposal team, and government dedicated fire brigade in large coal chemical bases and industrial clusters, Improve the level of intrinsic safety and safety assurance capabilities, and effectively prevent various secondary environmental disasters caused by accidents. Intensify daily safety inspections and environmental supervision, strictly control pollutant emissions, prevent soil and groundwater pollution, promptly eliminate safety and environmental hazards, seriously investigate and punish illegal activities, and take relevant rectification measures in accordance with the law and regulations for those who do not meet the requirements.
6、 Clarify the division of responsibilities among all parties
The National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Ministry of Ecology and Environment will take the lead in strengthening collaboration and cooperation with relevant departments, doing a good job in information sharing, strictly controlling the total amount, improving construction standards, and organizing evaluation institutions to evaluate coal to olefins that have been applied for inclusion in the Plan from the aspects of coal water resources, environmental capacity, emission levels, energy efficiency levels, safety risks, process technology, and economic benefits Scientifically demonstrate the coal to xylene (PX) project and conduct timely supervision and inspection to promote the rational layout and standardized construction of the project. The Ministry of Natural Resources, the Ministry of Water Resources, the Ministry of Emergency Management, the National Energy Administration and other departments, in conjunction with their functions, strengthen guidance on planning site selection, water production and water resource demonstration, safety production, energy security, and resource matching. All relevant local and central enterprises should strengthen their system concept and bottom line thinking. On the premise of completing the national clear task of ensuring coal supply for power generation and heating, effectively ensuring coal supply, and coordinating the development of modern coal chemical industry and carbon intensity targets, they should fully consider factors such as industrial development foundation, market supply demand, and factor guarantee conditions, scientifically plan, fully demonstrate, and standardize construction, and strictly ensure project control, Strengthen in-process and post event supervision, ensure standardized construction in accordance with approved requirements, and resolutely curb the blind development of "two highs and one low" projects. The provincial development and reform commission, as well as the competent departments of industry and information technology, will scientifically formulate the development plan for the modern coal chemical industry in the local area, reasonably grasp the scale of industrial development, continuously improve the quality of industrial development, and promote the healthy development of the industry.
